Portekiz'e Taşınırken İlk Yapılması Gerekenler ve Resmi Süreç Rehberi
Portekiz’e ayak bastığınız anda yapmanız gereken en önemli buradaki sisteme girmenin ilk adımı bir GSM hattı almaktır. Devlet dairelerinden fatura aboneliklerine, online alışverişlerden şehir içi toplu taşıma hizmetlerine kadar buradan alınan bir Portekiz hattı veya e-SIM şarttır. Türkiye’deki hattınızı ilk günler yurt dışı paketiyle bir müddet kullanabilirsiniz, bu durum bütçenize fazla bir yük bindirmez ama burada "móvel" (mobil hat) ilk yapılacaklar listesinde 1. sırada yer alıyor.
Portekiz’de 3 ana sağlayıcı operatör var: Bunlar Vodafone, MEO ve NOS. Bunların rekabetçi fiyatlara sahip alt markaları da var, birazdan aradaki farklardan bahsedeceğim. Bu 3 ana operatörü Türkiye’deki operatör yapısı gibi düşünebilirsiniz.
Bir de bunlara ek olarak; çok ucuz olan ama bazı altyapı sıkıntıları nedeniyle çok şikayet alan, ama bir o kadar da memnuniyet duyanların olduğu, pazara yeni sayılan bir operatör var: Digi. Hepsinin kendine göre avantaj ve dezavantajları bulunuyor:
• Vodafone: Altyapısı çok güçlüdür. Metroda, büyük şehirlerin ücra yerlerinde ve Portekiz genelinde çok başarılı bir 5G hizmeti verir. Bant genişliği vb. konularda kısıntı yapmaz. Altyapı olarak Portekiz genelinde "Vodafone" diyeni çok duyarsınız. Resmi web sitesi: vodafone.pt
• MEO: Buranın "Turkcell"i, yani yerli milli operatörüdür. Portekiz genelinde oldukça geniş bir kapsama alanı vardır. Resmi web sitesi: meo.pt
• NOS: Medya gücü kuvvetli olan, özellikle TV yayıncılığı çok başarılı ve çeşitli olan bir seçenektedir. Resmi web sitesi: nos.pt
Gelelim alt markalara... Bunlar direkt müşteri kapmak ve Digi gibi agresif fiyat sunan operatörlerle mücadele edebilmek için kurulmuş, yine ait oldukları ana operatörlerin şebekesini kullanan markalardır. Bant genişliği olarak ana markalara göre biraz daha düşük perdede yer verilir ama sakın kötü olduklarını sanmayın; hayır, asla değil. Tercih eden ve çok memnun olan büyük bir kitle var. Woo (NOS altyapısı) ve Amigo (Vodafone altyapısı) gibi markalar bu gruptadır.
Ben kendi hattımı Colombo AVM'deki Vodafone mağazasından almıştım. Aynı gün, saatler içinde hat açıldı ve kullanıma hazır hale geldi.
Portekiz'de genelde kombine paketler tercih ediliyor. Paket içeriğinde TV, cep telefonu, fiber ev interneti ve sabit ev telefonu bulunuyor (ama bu sabit telefonu artık eve kurmuyorlar bile). Ev interneti hızları tercihe göre 1 Gbps veya 10 Gbps gibi yüksek seviyelerde olabiliyor. Cep hatları ise limitsizden başlayıp 100 GB limitliye kadar geniş bir yelpazede sunuluyor.

As soon as you step into Portugal, the most important thing you need to do and the first step to entering the system here is to get a GSM line. A Portuguese line or e-SIM obtained from here is essential for everything from government offices to utility subscriptions, online shopping, and city public transportation services. You can use your line from Turkey with an international package for a while in the first days; this will not put too much burden on your budget, but here "móvel" (mobile line) is number 1 on the first things-to-do list.
There are 3 main provider operators in Portugal: These are Vodafone, MEO, and NOS. They also have sub-brands with competitive prices, I will talk about the differences shortly. You can think of these 3 main operators like the operator structure in Turkey.
In addition to these, there is an operator that is relatively new to the market, which is very cheap but receives many complaints due to some infrastructure problems, but also has those who are very satisfied with it: Digi. Each has its own advantages and disadvantages:
• Vodafone: Its infrastructure is very strong. It provides successful 5G service in the metro, in remote places of big cities, and throughout Portugal. It does not cut bandwidth etc. You hear many people saying "Vodafone" for infrastructure throughout Portugal. Official website: vodafone.pt
• MEO: This is the "Turkcell" of here, meaning it is the local and national operator. It has a fairly wide coverage area throughout Portugal. Official website: meo.pt
• NOS: It is another strong option with strong media power, especially its TV broadcasting is very successful and diverse. Official website: nos.pt
Coming to sub-brands... These are brands established to directly capture customers and fight against operators offering aggressive prices like Digi, still using the network of the main operators they belong to. Bandwidth is placed at a slightly lower level compared to main brands, but do not think they are bad; no, absolutely not. There is a huge audience that prefers and is very satisfied. Brands like Woo (NOS infrastructure) and Amigo (Vodafone infrastructure) are in this group.
I bought my own line from the Vodafone store in Colombo Mall. It opened within hours on the same day and became ready for use.
Combined packages are generally preferred in Portugal. The package content includes TV, mobile phone, fiber home internet, and fixed home phone (but they don't even install this fixed phone at home anymore). Home internet speeds can be at high levels like 1 Gbps or 10 Gbps depending on preference. Mobile lines are offered in a wide range from unlimited to 100 GB limited.
We currently pay 54 Euros per month for 2 unlimited GSM lines, 1 Gbps home internet, and TV service with 200+ channels.

Portekiz’e yerleşmek üzere geldikten sonra yapmanız gereken ikinci en önemli ve zamana karşı yarıştığınız adım, Lizbon Türk Büyükelçiliği'ne adres bildiriminde bulunmaktır. Portekiz'deki resmi ikamet adresinizi taşındıktan sonraki 20 gün içinde konsolosluğa bildirmeniz yasal bir zorunluluktur. Eğer bu süreyi kaçırırsanız, 16 ila 20 Euro arasında bir para cezası ödemek zorunda kalırsınız; bu yüzden buraya gelir gelmez günleri iyi sayın ve süreci geciktirmeyin.

The second most important step where you race against time after moving to Portugal is to declare your address to the Turkish Embassy in Lisbon. It is a legal obligation to report your official residence address in Portugal to the consulate within 20 days after moving. If you miss this period, you will have to pay a fine between 16 and 20 Euros; so count the days well as soon as you arrive and do not delay the process.
The first thing you need to do for the process is to get an appointment for the Lisbon Embassy Consular Section through konsolosluk.gov.tr without losing time. When the appointment day and time come, you can easily complete the procedures by going in person with the required documents.
Portekiz’de resmi olarak bir adreste oturduğunuzu kanıtlamanın en temel yolu, bağlı bulunduğunuz mahallenin muhtarlığına yani Junta de Freguesia’ya gidip "Atestado de Residência" (İkamet Belgesi) almaktır. Bu belge; banka hesabı açarken, konsolosluğa adres bildirirken, okul kayıtlarında ve neredeyse tüm resmi bürokratik işlemlerde sizden ilk istenecek evraktır.
Her mahallenin kendi Juntası vardır. İşlem için öncelikle oturduğunuz evin kira sözleşmesi (Contrato de Arrendamento) ve pasaportunuzla birlikte buraya gitmeniz gerekir. Bazı Juntalar sizden mahallede ikamet eden Portekiz vatandaşı veya oturumu olan 2 şahit (testemunhas) imzası isteyebilir, bazıları ise sadece kira sözleşmesini yeterli bulur. Başvuruyu yaptıktan sonra belgeniz genelde birkaç iş günü içinde hazırlanır ogre ufak bir işlem ücreti karşılığında size teslim edilir.
The most fundamental way to prove that you officially reside at an address in Portugal is to go to the local parish council of your neighborhood, namely the Junta de Freguesia, and obtain an "Atestado de Residência" (Certificate of Residence). This document is the first paper that will be requested from you when opening a bank account, declaring your address to the consulate, school enrollments, and almost all official bureaucratic procedures.
Each neighborhood has its own Junta. For the procedure, you first need to go there with the lease agreement (Contrato de Arrendamento) of the house you live in and your passport. Some Juntas may ask for the signatures of 2 witnesses (testemunhas) who are Portuguese citizens or residents living in the neighborhood, while others find just the lease agreement sufficient. After making the application, your certificate is usually prepared within a few business days and delivered to you for a small transaction fee.
Portekiz’de hayatınızı düzene sokmanın, maaşınızı sorunsuz almanın ve ev interneti gibi abonelikleri otomatik ödemeye (Direct Debit) bağlamanın yolu yerel bir banka hesabından geçer. Portekiz bankacılık sistemi oldukça modern ve dijitalleşmiştir; ancak bürokrasiye takılmamak için hangi bankayı seçeceğinizi ve hangi evrakları hazırlayacağınızı iyi bilmeniz gerekir.
ActivoBank (En Popüler F/P Seçeneği): Millennium bcp grubunun dijital ağırlıklı markasıdır. Expatlar ve yerel halk tarafından en çok sevilen bankadır çünkü aylık hesap işletim ücreti (comissão de manutenção) yoktur. Mobil uygulaması harika çalışır. Şubeleri akşam saatlerine kadar (genelde 20:00'ye kadar) açıktır ve çalışanları çok iyi İngilizce konuşur.
Millennium bcp & Caixa Geral de Depósitos (CGD): Portekiz'in en köklü ve büyük geleneksel bankalarındandır. Her köşe başında ATM (Multibanco) ve şube bulabilirsiniz. Ancak bu geleneksel bankalar sizden aylık ortalama 4 ila 10 Euro arasında bir hesap işletim ücreti keser. Eğer büyük bir kredi veya mortgage (konut kredisi) planınız yoksa, günlük kullanım için ActivoBank çok daha bütçe dostudur.
The way to get your life in order in Portugal, get your salary without any problems and connect subscriptions such as home internet to direct debit is through a local bank account. The Portuguese banking system is highly modern and digitalised; however, in order to avoid bureaucracy, you need to know which bank to choose and which documents to prepare.
ActivoBank (Most Popular F/P Option): It is the digital-focused brand of the Millennium bcp group. It is the most loved bank by expats and locals because it has no monthly account maintenance fee (comissão de manutenção). The mobile app works great. Their branches are open until the evening hours (usually until 20:00) and their employees speak very good English.
Millennium bcp & Caixa Geral de Depósitos (CGD): These are among Portugal's most established and largest traditional banks. You can find an ATM (Multibanco) and a branch on every corner. However, these traditional banks charge an average monthly maintenance fee of €4 to €10. Unless you plan on getting a large loan or mortgage, ActivoBank is much more budget-friendly for daily use.
Lizbon’a yeni geldiyseniz ya da burada yaşayıp sürekli sağa sola koşturuyorsanız, her seferinde tek tek bilet almak tam bir bütçe düşmanı. Bu işi kökten çözmenin yolu bir aylık Navegante kartı çıkartmak. Üstelik henüz oturum kartınız yoksa bile sadece pasaportunuzla bu işi halledebiliyorsunuz.

Kartı Nereden Alıyoruz?
Hiç metro gişelerinde sıra beklemeyin. Colombo AVM’nin dışındaki otobüs duraklarının orada bulunan gişeden (insanlı gişe, makine değil) bu işi çok rahat halledebiliyorsunuz.

Hangi Paketi Seçmeli? (30 Euro vs 40 Euro)
Kartı aldıktan sonra içine aylık abonman yüklemeniz gerekiyor. Yalnız burada çok önemli bir detay var: Bu kartlar aylık olarak geçerli, yani yüklediğiniz ay bitince hakkınız sıfırlanıyor, kesinlikle ertesi aya devrolma gibi bir durum yok. Önünüzde iki seçenek var:
Aylık 40 Euro olan (Navegante Metropolitano): Eğer Lizbon’un dışına da çıkıyorsanız (Sintra, Cascais, Amadora veya nehrin karşı tarafı Setúbal gibi yerlere gidiyorsanız) bunu alın. Tüm Lizbon Metropolitan alanındaki tren, metro, otobüs, vapur dahil her şeyde sınırsız geçiyor. Hangi belediyeleri kapsadığına tam bakmak isterseniz Navegante Resmi Web Sitesi üzerinden bölge sınırlarını kontrol edebilirsiniz.
Aylık 30 Euro olan (Navegante Municipal): "Ben sadece şehir içinde dolanırım" diyorsanız bu yeterli. Ama dikkat edin, bu sadece Lizbon belediye sınırları içinde geçerli. Tren hatlarının hangi istasyona kadar bunu kabul ettiğini görmek için CP - Comboios de Portugal Sınır Haritası linkine göz atabilirsiniz. Sınırdan çıktığınız an bu kart basmaz.
Sonraki Aylarda Yükleme Çok Kolay
Kartı bir kere gişeden aldıktan sonra sonraki aylarda yüklemek için tekrar gişeye gitmenize hiç gerek yok. Herhangi bir metro istasyonundaki makinelere kartı takıp kolayca yükleme yapabiliyorsunuz. Üstelik makinelerde İngilizce dil seçeneği de var, yani takılmadan halledersiniz.

If you've just arrived in Lisbon, or if you live here and run around all the time, buying tickets one at a time is an enemy of the budget. The way to solve this radically is to issue a one-month Navegante card. Moreover, even if you do not have a residence card yet, you can only do this with your passport.
So how do you get this card out in the most practical way without getting into those endless queues in the subways?I'm telling you step by step.
Where do we get the card?
Don't wait in line at the subway toll booths. You can handle this job very easily from the toll booth (not a manned toll booth, machine) located near the bus stops outside Colombo Shopping Mall.
Here's what you need to have with you:

Card fee: An extra fee is paid for the card itself, I think it was around 12 euros.

Which Package to Choose? (30 Euro vs 40 Euro)
After receiving the card, you need to upload a monthly subscription in it. However, there is a very important detail here: These cards are valid on a monthly basis, so your entitlement will be reset at the end of the month you upload, there is absolutely no transfer to the next month. You have two options in front of you.yes:
40 euros per month (Navegante Metropolitano): If you're also going outside Lisbon (to places like Sintra, Cascais, Amadora or Setúbal across the river), take this. The entire Lisbon Metropolitan area is unlimited in everything, including trains, subways, buses, and ferries. If you want to take a full look at which municipalities it covers, check the regional borders via the Navegante Official Websiteyou can.
30 euros per month (Navegante Municipal): This is enough if you say, "I just wander around the city." But beware, this only applies within the municipal borders of Lisbon. You can check out the CP-Comboios de Portugal Border Map link to see to which station the train lines accept it. This card does not print when you leave the border.
Installing is Easy in Later Months
Kaonce you get it from the counter, you do not need to go to the counter again to load it in the following months. You can easily insert the card into the machines at any metro station and load it. Moreover, there is an English language option on the machines, so you can handle it without getting stuck.

Kart Nasıl Alınır?

Acelem Var Derseniz: Eğer kartın bir an önce elinizde olmasını istiyorsanız başvurunuzu direkt Santa Apolónia tren istasyonundaki gişelerden yapmalısınız. Kartınız ertesi gün yine aynı gişeden size teslim edilir. Tabii bu hızlı teslimatın bedeli 12 Euro.
Acelem Yok Derseniz: "Ben 3-4 gün ya da 1 hafta bekleyebilirim" derseniz, başvurunuzu Oriente tren istasyonundan da rahatlıkla yapabilirsiniz.
Kart Nerede Geçer, Nerede Geçmez?
Bu kart, belirlenen sınırlar dahilinde tüm Intercidades (IC) ve Regional trenlerinde geçerlidir. Ancak hızlı tren dediğimiz Alfa Pendular (AP) trenlerinde geçmez. Zaten Alfa Pendular ile IC arasında çok az bir zaman farkı var; örneğin biri gideceğiniz yere 2 saatte varıyorsa, diğeri 2 saat 15 dakikada varıyor. Bu yüzden Alfa Pendular’da geçmemesi hiç sorun değil.
Fiyatı, Esnek Süresi ve Kullanım Kuralları
Aylık 20 Euro: Karta aylık sadece 20 Euro yatırarak tüm ülkeyi trenlerle gezebilirsiniz.
30 Günlük Esnek Süre: Bu 20 Euro'nun en güzel tarafı, takvim ayına bağlı olmaması. Yani paranızı ayın 20’sinde yatırdıysanız hakkınız ay sonu (30’unda) bitmiyor; bir sonraki ayın 20’sine kadar tam 30 gün boyunca geçerliliğini koruyor.
Kullanım Sınırı: Kart size sınırsız cirit atma hakkı vermiyor; haftada 1 veya 2 yolculuk hakkınız oluyor. Yani "sabah akşam trenlerde gezeyim" durumuna izin verilmiyor.
Koltuk Rezervasyonu Şart! IC (Intercidades) trenlerini kullanırken kartınız olsa dahi mutlaka önceden koltuk rezervasyonu yapmanız gerekiyor. Rezervasyon yapmadan trene binemezsiniz; binseniz bile bilet kontrolünde çok yüksek cezalarla karşılaşırsınız.
Özetle, Lizbon'dan çıkıp Portekiz'in tadını bütçeyi yormadan çıkarmak isteyenler için bu yeşil kart gerçekten bulunmaz bir nimet!
Speaking specifically about Portugal and Lisbon, where I live, I am extremely satisfied with the efficiency of the public transportation system. As I always say, getting to any point within Lisbon is incredibly simple. But what about traveling outside the city? For those living in Lisbon who want to travel far and wide, there is an ultimate companion: the Passe Ferroviário Verde (CP Green Train Pass).
How to Get the Pass?
There are two options depending on your urgency:
If You Are in a Hurry: If you need your pass as soon as possible, you should apply directly at the ticket counters at Santa Apolónia train station. Your pass will be issued and handed to you at the same counter the very next day. Naturally, this express option costs 12 Euros.
If You Can Wait: If you don't mind waiting 3 to 4 days or a week, you can easily apply from the Oriente train station.
Where is it Valid?
This pass is valid within specific boundaries on all Intercidades (IC) and Regional trains. However, it is not valid on the high-speed Alfa Pendular (AP) trains. In reality, the speed difference between the IC and Alfa Pendular is minimal; if one reaches a destination in 2 hours, the other takes about 2 hours and 15 minutes. So missing out on the Alfa Pendular is not a big deal at all.
Pricing, Flexible Duration, and Rules
20 Euros per Month: By topping up just 20 Euros a month, you can travel across the country by train.
Flexible 30-Day Period: The best part about this 20 Euros fee is that it is valid for 30 consecutive days rather than a fixed calendar month. If you top up on the 20th of the month, it doesn't expire on the 30th—it remains valid until the 20th of the following month.
Usage Limits: The pass doesn't mean unlimited daily commuting; you get a quota of 1 or 2 trips per week. So taking trains back and forth all day is not allowed.
Mandatory Seat Reservation! Even if you hold this pass, you MUST make a seat reservation in advance when using IC (Intercidades) trains. You cannot board without a reservation, and if you do, you will face heavy fines during ticket inspections.
In short, for anyone looking to step outside Lisbon and explore Portugal on a budget, this green pass is a true lifesaver!
