1. What is a NIF?
The Número de Identificação Fiscal (NIF) is the taxpayer number used by Portugal’s Tax and Customs Authority (AT). It is commonly requested for contracts, bank accounts and other financial or administrative dealings.
2. Who can apply?
Portuguese and foreign individuals, whether resident or non-resident, may request a NIF. A parent or legal representative may apply for a child.
- Apply as a non-resident before moving
- Apply in person while legally present in Portugal
- Apply through a legal representative using e-Balcão
3. Application routes
Official gov.pt guidance provides for the appointment of a fiscal representative when a foreign non-resident requests a NIF. The representative may be an individual or entity with tax residence or registered office in Portugal.
4. Documents
| Document | Notes |
|---|---|
| Valid passport/ID | The document must be valid and legible. |
| Foreign address evidence | Use evidence accepted by AT or the service desk handling the request. |
| Authority to represent | A representative must prove authority and accept the appointment. |
| Minor applicant | Child ID/birth record and parental or legal authority may be required. |
Confirm translation, certification and apostille requirements with the receiving office or representative before filing.
5. Fiscal representation and e-notifications
Decree-Law 44/2022 made participation in approved electronic-notification channels an alternative to fiscal representation in certain circumstances. It does not mean that a first-time applicant abroad, without a NIF or portal access, can always apply directly.
6. Step-by-step
- Determine whether your tax record should be resident or non-resident.
- Prepare identity and genuine address evidence.
- For a remote filing, appoint a legal representative and document their authority.
- Submit through the service desk or e-Balcão.
- Check name, birth date and address on the allocation record.
- Secure Portal das Finanças access and keep contacts current.
7. Cost and timing
There is no official administrative fee for allocating a NIF. Lawyer, accountant, representative, notary, apostille and translation charges are private costs.
Official guidance does not promise a universal completion time. An in-person request may be completed on the day, while e-Balcão timing depends on document checks and workload.
8. After moving to Portugal
Update your morada fiscal when your factual and tax position changes. Tax residence is not determined solely by counting 183 days; an available habitual home and other statutory tests may matter.
- Report an address change within the applicable deadline.
- Confirm that any representation has ended correctly.
- Never use a borrowed or false Portuguese address.
- Monitor electronic tax notifications.
9. Common mistakes
- Treating a NIF as immigration permission
- Calling a private service charge an official fee
- Using an inaccurate address
- Failing to update the tax address after moving
- Not defining a representative’s scope, term and fee in writing
