Fee increases are on the agenda for 2027 at Lisbon, Porto and Faro airports

ANA, which operates airports in Portugal, has proposed increasing regulated airport fees in Lisbon, Porto and Faro from January 1, 2027. The average increase per passenger in the offer is 10 cents in Lisbon and 34 cents in Porto and Faro. However, the new tariffs have not been finalized yet; ANAC's approval is required for it to be implemented.

A new fee regulation affecting three of Portugal's busiest airports is on the agenda.

According to the 2027 tariff proposal presented by ANA to airline companies, it is planned to increase airport fees at Lisbon Humberto Delgado, Porto Francisco Sá Carneiro and Faro airports.

According to the information Jornal de Negócios based on the file submitted by ANA to the airline companies, the increase rates will not be the same in the three airports.

In Lisbon: 0.67% on average, around 10 cents per passenger.

In Porto: 3.77% on average, around 34 cents per passenger.

In Faro: average 3.79%, approximately 34 cents per passenger.

If the proposal is approved, the new tariffs are expected to be implemented as of January 1, 2027.

It's not a finalized raise yet

The most important detail for passengers is that the announced figures are not new tariffs that have come into force yet.

The proposal prepared by ANA must be approved by the Portuguese National Civil Aviation Authority ANAC (Autoridade Nacional da Aviação Civil).

Therefore, at the current stage, it is necessary to consider these changes as a tariff proposal for 2027, not as a finalized airport increase.

In addition, the 10 and 34 cent increases calculated per passenger do not mean that flight tickets will automatically become more expensive by the same amount.

These represent the average changes that the airport operator anticipates in its regulated fees. How airline companies will reflect cost changes in ticket prices is a separate commercial decision.

No increase recommended for Madeira and Azores

One of the important details in ANA's proposal concerns Portugal's island regions.

The maximum permissible average regulated revenue (RRMM) for the Lisbon group is projected to reach 14.80 euros per passenger in 2027.

This group includes Lisbon Humberto Delgado, as well as airports in Madeira, the Azores and Beja.

However, ANA is not proposing an increase in the regulated fees of airports in Madeira and the Azores.

The tariff update is planned to be concentrated on Lisbon.

While the initial calculation for Lisbon shows an increase of 0.76%, or approximately 12 cents per passenger, the final offer comes to 0.67% and 10 cents, taking into account the mechanisms for compensating forecast errors in the concession agreement.

New Lisbon Airport is not included in this calculation

ANA also states that the current tariff proposal prepared for 2027 does not include any direct or indirect tariff impacts resulting from the future Luís de Camões Airport project.

The company states that the pricing issue regarding the new Lisbon airport will be handled within the scope of a separate regulatory process.

This distinction is important.

In the Luís de Camões Airport proposal previously submitted by ANA to the government, it was brought to the agenda that Humberto Delgado Airport fees would be increased with a certain increase mechanism in addition to the change in the European Union Harmonized Consumer Price Index in the 2026-2030 period, in order to contribute to the pre-financing of the new infrastructure.

However, the current tariff proposal announced for 2027 does not include the impact of this new airport project.

ANA also wants to change the structure of the wage system

The proposal is not just about increasing wages.

ANA also plans to change the way some fees used at airports are calculated and applied.

One of these is the combination of different fee components related to passenger transactions under a single fee for “taxa de serviços de apoio ao embarque do passageiro”, that is, for services that support the passenger's boarding.

ANA cites the technological transformation in the way passengers use airports as one of the reasons for this change.

According to the company's data, an average of 83% of passengers now check in online.

Incentive plan for quieter planes

Among ANA's suggestions is to re-differentiate landing fees according to the noise created by aircraft.

The plan calls for reintroducing this system at all airports in the ANA network and reducing the number of categories used to classify aircraft.

It is planned that noise performance will be reflected more in fares, especially for night flights in Lisbon.

According to the proposal, the income obtained from the additional fees applied to aircraft with lower performance in terms of noise will be distributed as a bonus to operations carried out with quieter aircraft.

The aim is to encourage airlines to use fleets with better acoustic performance.

Aircraft parking fees may also vary

ANA is also proposing changes to the way aircraft parking fees at the airport are calculated.

Within the scope of the new model, there are changes such as charging for the movements of aircraft between different parking positions, restarting the billing period if an aircraft is taken to the hangar and then returning to the apron, and applying the night period exemption according to local time.

ANA argues that the new fee structure will more accurately reflect how airports are actually used today.

However, the regulatory process must be completed to implement both the proposed increases for Lisbon, Porto and Faro and the changes in the tariff structure.
