Why this should not be delayed
An up-to-date overseas address helps Turkish authorities determine the appropriate consular district for population, electoral and consular services. The former wording of 20 days has been corrected to the official 20 business days.
An Atestado should not be treated as the only possible proof. Confirm acceptable evidence with the mission before the appointment to avoid a repeat visit.

Before and after the consular appointment
This service concerns the Turkish population address register. It is separate from your Portuguese tax address, immigration record and Junta certificate. Updating one does not establish that the other systems are current.
Before booking
Use the Turkish consular portal and the Lisbon mission’s current notice. Confirm the procedure for your own household: adults, minors and a spouse may need different evidence or representation. Ask which Portuguese address document is accepted, whether original documents are required, and how the actual move date should be recorded. Procedures advertised by another Turkish mission are not automatically Lisbon’s opening hours or document list.
After completion
Check the address in the relevant e-Devlet record and keep the receipt or confirmation. If street names, unit numbers or transliteration differ, request clarification before using the record in another process. A receipt for an appointment is not proof that the registration has been completed. For a late declaration, obtain the applicable current assessment rather than relying on an old penalty amount in a blog.
