Shopping centre in Sintra closed over unsafe conditions and people sleeping in shops
Authorities in Tapada das Mercês, Sintra, have closed a shopping centre after finding serious health and safety concerns. The PSP announced the intervention on 20 October, following reports that commercial units were being used for overnight accommodation.
What inspectors found
Police reported inadequate ventilation and lighting, accumulated waste, potential pest infestation and fire hazards involving gas cylinders near flammable materials. The conditions raised risks for those staying inside and others using the premises.
Two people were found sleeping in shops. A 71-year-old man was taken to hospital for assessment after signs of poor health were identified. The second person had previously been known to social services, and both were referred for further support.
The housing vulnerability behind the closure
A commercial unit is not automatically a safe or lawful place to live. Ventilation, electrical safety, fire exits and sanitation can all fall short of residential requirements.
The case illustrates a less visible aspect of Portugal’s housing pressures. Residents and businesses should consult the municipality and competent authorities for the exact scope of the closure and any conditions for reopening.
