Because the certificate is issued by the local Junta, fees, processing times and evidence can differ between parishes. The former absolute claim that two witnesses are required has therefore been removed.
A lease, addressed utility bill or public-authority letter may be accepted. Also ask the institution requesting the certificate whether it accepts an Atestado for the intended procedure.

Preparing a local residence certificate
Find the correct freguesia
A municipality can contain several parishes. Use the exact property address to identify the Junta, then check its application form, opening hours and appointments. The certificate’s purpose matters: ask the receiving organisation what evidence it accepts before assuming that an atestado will solve every address requirement.
Prepare a consistent file
Make a list of the applicant’s name, identification document, full address and intended purpose. Ask the local Junta which occupancy evidence and, where relevant, witness declarations it requires. Local procedures vary; another parish’s checklist is an example, not a nationwide entitlement. For a shared room or accommodation hosted by a friend, explain the real arrangement rather than inventing a tenancy.
Check the issued document
Compare name spelling, document number, flat address and date with the documents you will submit elsewhere. Keep the receipt and ask the receiving organisation about acceptable age of evidence. A Junta certificate does not automatically change the address held by Finanças, AIMA, the bank or SNS; those records are separate tasks.
