New Era in Portugal: Cash Payments Over 3,000 Euros are Prohibited

When you start your life in Portugal, especially when you get into big business like buying and selling cars, you immediately realize how strict the financial rules are. We can no longer make cash payments in cash for any transactions worth 3,000 Euros or more in the country.

Installment Scheme Doesn't Work

The rule is very clear: If the amount you will pay or collect exceeds 3,000 euros, the era of putting cash on the table is over. You may immediately think of the idea of ​​"Let's divide this amount into several installments and give it to you little by little," but the system absolutely does not accept this. Since all payments for the same sale or service are collected as a single package, you are directly stuck in the limit.

Limit Lower for Businesses and Billers

If you are doing business on the commercial side or as a freelancer, the circle becomes even narrower. There is a detail we always pay attention to when managing the platform or issuing regular invoices: If your invoice is 1,000 Euros or more, you must use digital and traceable methods such as bank transfer or personalized check that clearly prove who received the money.

Tourists and Non-Residents

So what will those who come here on holiday or do not have a residence permit do? They left a little flexibility for them. A tourist who does not do any commercial work and only covers his private expenses can use up to 9,999 Euros in cash. However, when they reach the 10,000 Euro limit, the cash door is completely closed for them. Of course, this flexibility does not include foreign companies; They are subject to exactly the same rules as us in commercial transactions.

Cash is not accepted at the Tax Office

If you have business with finance, the system is even stricter. We often experience this while organizing Nurcan's tax affairs; If you owe the government a tax debt of more than 500 Euros, you are prohibited from paying it in cash. For companies, it is mandatory to make electronic payments, regardless of the amount. Rare exceptions apply only to court orders or some transactions made with authorized financial institutions.

How Will the European Union Ceiling Affect Us?

A new cash cap of €10,000 will kick in across the entire European Union in July 2027. This rule, introduced to prevent money laundering, does not mean that the current limit in Portugal will be relaxed. The EU gives countries the right to "keep your own stricter rules if you want." So, if the Portuguese parliament does not change its mind, we will continue to live with the limits of 3,000 and 1,000 Euros here.

Of course, there is no problem in using the cash in your pocket to buy your coffee at the neighborhood cafe or to shop for groceries. But when large sums of money are involved, leaving a digital footprint of money is no longer a choice, it's a necessity.
