Animal maltreatment toll in Portugal: GNR detected 2,650 cases in less than two years

The GNR balance sheet on animal abandonment and mistreatment cases in Portugal shows that 2,650 incidents have been recorded by security forces since 2024.

Studies conducted by GNR's environmental protection unit, SEPNA, between January 2024 and the end of August 2026, identified 982 cases of abandonment and 1,668 incidents linked to death or maltreatment.

In the same period, approximately 19,200 inspections were carried out for the protection of animals.

982 cases of animal abandonment

According to GNR data, 982 incidents related to animal abandonment were detected in the examined period.

In addition, 1,668 incidents related to animal death or mistreatment were recorded.

When the two categories are evaluated together, the total number reaches 2,650.

The data covers the period from January 2024 to August 31, 2026.

Approximately 19,200 inspections were carried out

GNR carried out approximately 19,200 inspection activities for the protection and welfare of animals during the same period.

The checks don't just cover pets.

The work includes enforcement of legislation regarding pets as well as dangerous or potentially dangerous animals.

The majority of operations are carried out by Serviço de Proteção da Natureza e do Ambiente — SEPNA, within GNR.

More than 7,500 animals rescued

Another noteworthy figure in GNR's balance sheet is the number of animals rescued.

GNR emphasizes that reports from citizens play an important role in detecting cases.

Complaints can be made to SEPNA

Abandoning or mistreating animals can be subject to criminal and administrative sanctions in Portugal.

Citizens can report animal welfare incidents to GNR or SEPNA.

GNR urges citizens to contact law enforcement, especially in cases where animals are found abandoned, injured or suspected of being mistreated.
