New obligation at fuel pumps in Portugal as of October 17: Tax discount will be displayed

As of October 17, fuel stations in Portugal will have to display the tax reduction applied to gasoline and diesel prices in a way visible to customers.

The new practice was issued under Decreto-Lei n.º 199/2026, published in Diário da República on 7 October.

However, the change does not mean that there will be a new automatic discount on pump prices on October 17.

What information will be displayed next to the pumps?

Filling stations will display the difference between the reference ISP tax and the actually applied ISP for the types of fuel they offer for sale, together with the relevant VAT impact.

The following statement will be used in the information:

Redução ISP+IVA

This information needs to be located in an easily visible place, on or right next to the fuel pumps.

The aim is to make the tax deduction visible

The Portuguese Government is implementing various tax regulations to reduce the impact of the increase in fuel prices.

However, consumers often do not know how much of the price at the pump is tax or how many cents per liter the applied discount corresponds to.

The new system aims to make this difference visible.

Will fuel become cheaper on October 17?

The new information obligation alone does not reduce fuel prices.

The actual price at the pump may vary depending on international oil product prices, exchange rates, distribution costs, taxes and company pricing. will continue.

Therefore, the discount amount shown and the change in the weekly pump price are not the same thing.

Penalty for those who do not obey the rules

Administrative fines may be imposed if the new notification obligation is not complied with.

The regulation foresees sanctions ranging from 1,000 euros to 3,000 euros.

New fuel support to sectors with the same law

Decreto-Lei n.º 199/2026 does not only regulate the information at the pumps.

It also brings extraordinary support for transportation, taxi, social services, fire brigade and certain agricultural activities that are affected by high fuel costs.

The total upper limit of the support package is 39.5 million euros.

While this support regime comes into force on October 8, the deadline for notification obligation at the pump is October 17.
