Emergency Department Chaos in the Algarve: 17 Hours on Screen, System Failure in Reality?

In Portugal, the healthcare system and emergency room queues are always at the top of the agenda. However, this time, a data reflected on the screens in the Algarve surprised everyone. Those who looked at the National Health Service (SNS) portal saw that the waiting time for a patient with the code "very urgent" in Portimão was shown as exactly 17 hours.

Upon the panic created by the table, Algarve Local Health Unit (ULS) President Tiago Botelho intervened directly and announced that the figures did not reflect the truth and that the issue was entirely due to a calculation error in the digital system.

Why Was the System Disoriented During Night Hours?

According to the details shared by Botelho, the "Alert" system that feeds the portal calculates average times based on only a few hours of activity. When patient admissions drop, especially at night, the system becomes extremely sensitive to small data deviations or administrative delays.

In the Portimão example, when the apparent time of 17 hours was corrected, the average wait time in the system suddenly dropped from 13 hours to 4 hours within minutes. Botelho emphasized that such a sharp decline is mathematically impossible in practice, and that the data entering the system on Friday night and Saturday morning distorts the truth. It was stated that the 41-minute period seen in the Faro emergency room in the afternoon reflected the real situation on the field much better.

Reform Emphasis and New Hospital Project from the Ministry

At the same time, Minister of Health Ana Paula Martins also touched upon the general picture in emergency rooms. While the Minister stated that waiting for hours in emergency services could never be considered normal, he also stated that compared to two years ago, emergency department closures were prevented and a recovery in the referral chain was achieved. He said that the radical restructuring of the emergency service network will take time, but the government will not reverse these steps.

In the midst of all these discussions, a critical signature was made for the region. The infrastructure protocol for the new Central Algarve Hospital, which is targeted to be completed in 2031, has been expanded. The municipalities of Faro and Loulé will contribute 1 million euros for the road, water, electricity and sewage connections of the hospital to be built in the Parque das Cidades region, and the central government will undertake the remaining costs of the project.
