Financing and Local Cooperation
Montenegro stressed that close cooperation with municipalities is the cornerstone of the strategy and that the state will activate new credit facilities to fund the constructions.
- Public and private capital will be allocated in equal parts.
- A dedicated housing credit pool will finance approved municipal projects.
- All new builds will adhere to sustainable and energy‑efficient standards.
