Lisboa and Porto expansion of the 20-euro Passe Ferroviário Verde delayed: When will passengers be able to use it?

The Portuguese government's plan to expand Passe Ferroviário Verde to all CP city trains in Lisboa and Porto failed to start on the previously announced schedule.

The government announced in August that the 20-euro monthly rail pass would be expanded during European Mobility Week from 16 to 22 September. However, as of September 23, the new scope has not yet come into effect.

For this reason, passengers who only use trains in Lisboa or Porto have not yet started to automatically benefit from the new advantages announced by the government.

What did the government promise?

According to the official statement made on August 21, Passe Ferroviário Verde was planned to be expanded to the entire CP's Lisboa and Porto city lines.

The monthly price of the card is 20 euros.

Thanks to the new coverage, the government aims to enable passengers who only use trains to travel without the need for more expensive intermodal cards such as Navegante or Andante.

How much can you save in Lisbon?

One of the examples given by the government is the Monte Abraão–Entrecampos journey.

One of the available options for a passenger who lives in Monte Abraão, works in Entrecampos and uses only trains is the Navegante for 40 euros or the CP card for 32.35 euros.

When the new scope comes into effect, these passengers who only need the railway will be able to choose the 20-euro Passe Ferroviário Verde.

The government calculates the annual savings in this example as 240 euros.

However There is one important limitation: Passe Ferroviário Verde, as a Navegante alternative, does not cover all Lisboa public transport.

For a passenger needing Metro, Carris buses or other Navegante services, no two products are equivalent.

Therefore, the conclusion “Navegante is now 20 euros” is wrong.

Savings in Porto can reach 480 euros

Another example given by the government is a passenger who lives in Famalicão and works in the center of Porto.

Previously, the total monthly cost for a passenger who had to use Andante and Passe Ferroviário Verde together could reach 60 euros.

If the new system allows this passenger, who only needs a train, to travel with a PFV of 20 euros, the annual savings can reach 480 euros, according to the government's calculations.

Which trains are included and which are not?

Passe Ferroviário Verde is currently available on various Regional, InterRegional and Intercidades services.

The new regulation aims to expand coverage on the Lisboa and Porto city lines.

Alfa Pendular remains out of scope. Intercidades' first class is also not included in the card.

Expansion is also planned for Fertagus, but it should not be assumed that this will be completed at the same stage as the CP city lines.

Why didn't it start?

According to RTP's news on September 23, the government failed to meet its initial schedule for European Mobility Week.

For this reason, the "16-22 September" calendar announced in August It is not right to present it as a starting date that is still valid today.

The necessary legal and operational process must be completed before the new scope can actually be used.

What should the passenger do at this moment?

The most important practical conclusion is that, given the savings examples announced in August, it may not be right to immediately cancel an existing Navegante, Andante or other subscription.

It is necessary to verify that the new coverage is activated in the CP sales systems and that the lines the person uses are actually covered.

In addition, for those who use metro, bus or other public transportation other than train, the 20-euro rail card is not the exact equivalent of the intermodal card.

The government estimates the annual public cost of the expansion at around 1.5 million euros.
