The 20 euro Passe Ferroviário Verde is now also valid on CP trains in Lisboa and Porto

The regulation expanding the scope of Passe Ferroviário Verde, which allows unlimited train use for 20 euros per month in Portugal, has come into force.

Following the promulgation of President António José Seguro on 25 September, Decreto-Lei n.º 195-A/2026 was published in Diário da República on the same day and entered into force on 26 September.

Thus, the final legal phase expected in the expansion of Passe Ferroviário Verde to CP's urban train services in Lisboa and Porto has been completed.

It's not just a government statement anymore

It is important to separate the dates in this file.

The government had previously announced that Passe Ferroviário Verde would be expanded to Lisboa and Porto city trains.

However, making an announcement did not mean that the new scope was legally in force.

On September 25, three important stages were completed one after the other:

The President promulgoued the regulation.

Decreto-Lei n.º 195-A/2026 Published in Diário da República.

Article 4 of the law determined that the regulation would come into force on the day following its publication.

Therefore, the legal regulation is in effect as of September 26.

The 20 euro price has not changed

The monthly price of Passe Ferroviário Verde is 20 euros.

The main change is not the fare, but the scope of trains on which it can be used.

In the first system, CP's urban Lisboa and Porto trains were excluded. The new Decreto-Lei extends the usage area of ​​the card to serviços de transporte urbano, that is, urban railway services. expands.

This is especially important for those who regularly use CP trains in the Lisboa or Porto metropolitan areas.

Navegante and Andante are not going away

The new scope does not mean that Passe Ferroviário Verde replaces Navegante or Andante.

Navegante and Andante are integrated systems that include metro, buses, trams and other local public transport.

Passe Ferroviário Verde is a railway-oriented product.

Therefore, for example, for a passenger who uses both Metro de Lisboa, Carris and CP in Lisboa, Navegante may still be more suitable.

For passengers who use trains only or mainly, the 20-euro Passe Ferroviário Verde becomes much more attractive.

Alfa Pendular still out of scope

The scope expansion does not mean that all CP trains are included in Passe Ferroviário Verde.

In particular, Alfa Pendular continues to be excluded.

For this reason, those who will use the card for intercity journeys need to separately check the train category in which they will travel.

The next important issue is implementation

Legal uncertainty is now eliminated.

The next practical issue is how to implement the extended card in CP's sales systems and stations.

But the fundamental change is now certain:

The regulation enabling the expansion of Passe Ferroviário Verde to urban railway services will be effective as of September 26, 2026. in force.
